Missouri’s governor said on Saturday that he was vetoing a bill that would prevent people who are in the United States illegally from receiving community-college scholarships under a state program, the Associated Press reports.

Gov. Jay Nixon, a Democrat, announced the veto in a speech to the National Council of La Raza, a Hispanic advocacy group meeting in Kansas City, Mo. Missouri’s A+ Scholarship covers two years of tuition at community colleges.

Governor Nixon said in a written statement that the bill, which would have required scholarship recipients to be permanent residents or U.S. citizens, had been "imposed unfairly on children who have done nothing wrong." Supporters of the bill said the scholarships should be reserved for Missouri residents.
