In 2010 the Western Interstate Commission for Higher Education, or WICHE, began work on developing a new transfer framework based on learning outcomes rather than specific courses and credit hours. The work led to the creation of the Interstate Passport, which enables the block transfer of lower-division general education learning across state borders. 

Originally developed to serve the western states, the project was always envisioned to have a national scope. With the creation of the Interstate Passport Network in 2016, any regionally accredited two-year or four-year, public or private not-for-profit institution in the U.S. may participate.

Over the next year and beyond thousands of students are expected to transfer, drop or stop-out as a result of the impact of Covid-19 on higher education and the economy.  Many of these students will likely be crossing state lines.

In response WICHE has issued a Call to Action to encourage more institutions to join the Interstate Passport Network.  Learn more about how your institution can participate.
