Bill 1524/24 establishes the National Policy for Assessment and Examinations in Basic Education. The text is currently being analyzed by the Chamber of Deputies.
According to the proposal, authored by representatives Adriana Ventura (Novo-SP) and Mendonça Filho (União-PE), the objectives of the national policy will be:
assess students’ skills and abilities;
verify the quality of basic education;
provide subsidies for monitoring and improving educational policies; and
promote the progression of the education system.
According to the text, the national policy should annually compile the results of three existing basic education assessments. They are:
the Basic Education Assessment System (Saeb), with the participation of states, the Federal District and municipalities in collecting information from public and private schools;
the National Exam for Certification of Skills for Young People and Adults (Encceja), which may be used for student certification; and
the National High School Exam (Enem), which will continue to be the responsibility of the Union and will remain as a mechanism for access to higher education.
The data will be made public to enable comparative analyses between federative entities and teaching units, in compliance with the General Personal Data Protection Law (LGPD).
“It is necessary to improve basic education assessments, in addition to being imperative to transform them into state policies”, argues Adriana Ventura.
Next steps
The project is being processed conclusively and will be analyzed by the Education; Finance and Taxation; and Constitution and Justice and Citizenship committees.
To become law, the text must be approved by the Chamber of Deputies and the Federal Senate.
