Transnational Higher Education Act becomes law in the Philippines

The president of the Philippines passed the Transnational Higher Education Act (TNHE) into law on the 28th of August, 2019.  This law, also known as Republic Act No. 11448, allows foreign higher education institutions (HEIs) the ability to collaborate with local universities and other HEIs and to establish campuses in the country. This is the first time that overseas institutions will be allowed to open campuses in the Philippines.

The TNHE mandates that the Commission on Higher Education (CHED) will still need to approve all courses and curricula first.  A local partner is required with a minimum of 60% participation by the host institution in order for the foreign entity to be established.

This new law also allows for Philippine HEIs to develop their own branch campuses in foreign locations.
