The congressman of the Magisterial Block , Óscar Zea , has proposed a law so that university students obtain automatic permanent high school diplomas.
This measure would benefit students from higher education institutions, both public and private, who have completed their study plan and other undergraduate requirements with a passing grade. In this way, they would be exempt from receiving a passing grade for a research paper.
To do this, section 45.1 of article 45 of the University Law would have to be modified to establish that in order to obtain a bachelor's degree, it is only required to have "passed undergraduate studies and knowledge of a foreign language, preferably English or a native language."
What is the justification for the proposal?
The legislator of the Magisterial Bloc recalls that the provision to exempt research work to obtain a baccalaureate has been extended on several occasions, so now he proposes that it be made permanent.
He also argues that there is high youth unemployment, which represents a "crisis that affects an entire generation and, therefore, the future of the country."
“Young people are invaluable human capital in the dynamics of local and national economies; therefore, it is necessary to generate actions to ensure their insertion into the labor market and one of these actions is to provide them with the facilities to obtain a Bachelor's degree, which will allow them to have greater opportunities to find a job,” the document reads.
